Why do we have Naxals ?

We have these group of people fighting against government with a cause - do we common people think why when we view the news ?

Newtons first law explains the reason "A body persists its state of rest or of uniform motion unless acted upon by an external unbalanced force." some body has disturbed these set of people.

Newtons third law explains the result as "To every action there is an equal and opposite reaction." the set of people have acted back on the effort set on them - but probably in a different direction so there will be an effort which may be in the direction back towards these set of people.

We the commoners are the once to see the effect of such fights and fight backs, because the common people in the land of instability are the once affected.

How do we protect from such happenings ?
